Qualcomm Inc. has signed up Xiaomi to a licensing deal for 3G and 4G cellular communications to which it holds essential patents. The Chinese smartphone company is thought to be one of the companies that was holding out against paying royalties while Qualcomm was under investigation by China's National Reform and Development Commission (NRDC) last year.

In February 2015, after an investigation lasting over a year, Qualcomm paid a $975 million fine and provided a significant royalty rate cut (about one-third off the prior rate) for Chinese handset vendors.

Xiaomi has agreed to a royalty-bearing patent license allowing it to develop, manufacture and sell systems implementing GSM for 2G, WCMDA and CDMA2000 and TD-SCDMA 3G standards and the LTE-TDD 4G standard. The royalty scheme is consistent with terms agreed by Qualcomm with NRDC, Qualcomm noted.

Xiaomi was founded in 2010 by serial entrepreneur Lei Jun, who serves the company as CEO. The company sold 61 million of its Mi brand handsets in 2014 and besides mainland China is active in Taiwan, Hong Kong, Singapore, Malaysia, Philippines, India, Indonesia and Brazil.
