India 3G/WiMAX auction postponed yet again

India has yet again postponed the auction of 3G and WiMAX spectrum from December 2009 to January 2010.

The federal ministry of communications has announced that the auction of WiMAX licence will be held two days after 3G auctions are closed. At the recent 3G auction meeting held in New Delhi with potential India and overseas bidding companies, it was reported that many overseas companies were unhappy with various aspects of the auction process.

Given the number of times the dates have been announced and put off, no one is betting that the new dates will indeed see the auction process happening. Besides, there is no clarity whether the country's defence forces will give up some of the spectrum that is being sought for auction by the private operators. Recent accusations of corruption in auctioning 2G spectrum and reported differences of opinion on the amount that can be raised through the 3G auctions are two of the factors that could be roadblocks for the January scheduled auctions.

According to Gurudus Kamat, minister of state for communications and information technology, the auction will be held in four stages: invitation, prequalification, auction and grant. The notice inviting applications is to be issued on December 8.

Also the launch of 3G operations by the two state-owned companies has met with a lukewarm response.
