How to achieve predictable front-end power closure

It is no secret that power consumption in today's process geometries is growing. Not only does leakage power increase with every reduction in feature size but since more functionality can be packed into a smaller space?and running at higher speeds?heat removal also becomes a major concern.

As if meeting aggressive frequencies and managing power consumptions were not enough of a challenge on their own, they are actually opposing forces. In other words, optimizing for speed will cause an increase in power, and conversely, techniques to reduce power will reduce speed.

This effect most often manifests itself during physical implementation, where timing power closure becomes more challenging due to long wires. What can be done to improve power predictability?
